This is the one amendment that rather confuses me - my own take
on it was that it seemed to be removing more money from what is
currently available to meet the city's needs. Can someone explain
it better?
To make things worse, I seem to have mislaid the info sheet, and
when I tried to look at it online at the City of Providence site, the
page could not be displayed when I clicked the appropriate link.
By the way, I found most of Jonathan's comments reasonable,
but I really don't want to skew the retirement board to deny
disability rights to workers. There are better places to save
money.

The intent is to segragate the bond fund management from the general fund management, and in doing so, some of the cushion is taken up by increasing the rainy day fund by a percentage. But, at the end of each fiscal year, this is reconciled and does not accumulate.
Can anyone comment on this?
