[Summit] city fence laws?

HI - A search of Prov City laws has me somewhat exasperated and I am 
wondering if any of you know, or know how to find out, the laws/conventions 
about property line use. I am having a bit of a conflict with a neighbor, 
who just cut down a hedge on our mutual property line. A few months ago they 
approached us and said they wanted to put up a fence where the hedge was. I 
told them we didn't want the hedge cut down, and that no one knew exactly 
where the property line was but its always been assumed the hedge straddled 
the line. Therefore, we had mutual ownership of the hedge. I suggested they 
put the fence on their side of the hedge and he said he would think about 
it. Then yesterday he said they had made up their minds and had ordered a 
fence, and were taking out the hedge. He said if I didn't like it I could go 
get a survey. Then he cut down the hedge after we had gone out that 
afternoon! Do I have any recourse here? (no, they did not ask us to share 
the cost of the fence.) THanks for any info.  Ellen
