[Summit] curious about sidewalks

Hi all:

I've been watching the messages about signs and laws, chuckling  
because we all go through stop signs rolling a little, and most of us  
break speeding laws, I suspect, and we're still okay as neighbors.   
So being cool about reasonable signs seems okay to me.

But it got me wondering if there are city laws about sidewalks being  
obstructed.  As a daily dog walker (that's daily walk, not daily  
dog), I often come across places where the sidewalk has been  
obstructed by any number of things; low hanging trees branches, piles  
of dirt (corner 6th and Hope), the tail end of parked cars,  
whatever.  Does anyone on the list know if there are ordinances, like  
those about snow shoveling (which suddenly seem relevant as I see 8"  
outside)?  Some of the obstructions, like large hedges that don't get  
cut, are clearly intentional, or at least negligent, and on one level  
aren't fair.  But are they illegal?
