[Summit] Illegal parking at 4th and Hope St. and the need for stop signs

I've lost track of the number of times I've almost been hit crossing Hope at Fourth to go to the CVS.
And don't forget about the cars that park on the sidewalk in front of Seven Stars (partly in the lot and partly on the sidewalk). The bakery should move those two planters off of the sidewalk and onto the edge of their parking lot. That would prevent people from parking half in and half out. it would also allow pedestrians to actually walk on the sidewalk.
