I would hold off blaming the lieutenant for refusing to communicate.
There's likely an explanation for why your email bounced and certainly
it's not that he doesn't want to hear from the local citizenry.
The police department may have a policy of not accepting official
complaints via emails. Validating the true sender of an email is
fairly difficult. In other words, it's easy to falsify emails.
How about going old-school? Phone call? A stop by the local
sub-station or the main public safety complex.
Considering the seriousness of the events, it's certainly not worth
hanging up your efforts on a bounced email.
