[Summit] Three Foot Law

The way many cyclists ride when there's no snow, this law would put
many drivers into the opposing traffic lanes. With snow it seems
totally impossible. I know the standard is for cyclists to ride with
the traffic, but wouldn't they be safer if they could see what was
coming at them?
