[Summit] Recycle bins

Hi, everyone,
	I had some of the same questions that several of you have. I
live in a multiple unit building and I know that only two of the four
apartments even have recycle bins. I have neighbors who work during all
the hours the place is open to buy bins and they cannot leave work to
get them. 
	I wondered about whether both the big green bins (for our side
of the duplex) would be emptied even if it looks like only one set of
recycle bins is out. And if not, how could they tell who put them out?
Even with the address written on the bins I can imagine that that would
be just one too many things to ask of the men who empty the trash. And
my guys don't get out of their truck since they have one of the new ones
that lifts the big bins up and empties them into the top of the truck.
	I e-mailed the woman who had written a story about this for the
Providence Journal and she didn't have any answers, either. She
suggested that I call the "recycle lady" at City Hall, which was not a
very helpful suggestion. I was hoping she would follow up and write a
more detailed story as the time neared for the changed pickup policy.
