While I feel a case could be made that averages are misleading, I do not agree this is one of them. There is no acceptable reason why Rhode Island spends SO much money per mile of roadway and gets roads so terrible you practically need the Mars Rover to travel on them. We should be striving to do better.

This is news to me. I thought the big tunnel project was INSTEAD of
separating storm and sanitary sewers. What did I miss?
