[Summit] Parking again!

I'm with Elianna and others who favor keeping the overnight parking
ban and limits on hospital staff parking on street all day. The
crowding would ruin the character of the neighborhood and
availability of overnight parking would likely lead to illegal
apartments. Elimination of hospital lots on North Main would not
bring about an economic revival of that strip. (But a good Asian
restaurant would be a nice addition!)
