[Summit] Garbage strewn all over yard on Hope St.

Has anyone seen the garbage strewn all over the yard at the apartment buildings at Hope and 9th? Rotting meat, beer bottles, you name it. If we didn't have a rat problem before, we will now. Who can we call? It looks like it was done by a person and not an animal.
