[Summit] Empire Loan Sign

I was quite surprised yesterday to see the Empire Loan sign at the bottom of
Ninth and North Main replaced with a sign that appears to have a digital
display. 
Does zoning allow for this type of sign?
If not, have they filed for a variance? 
Is SNA opposing this?
