They have in the past, and Office of Neighborhood Services fairly regularly
posts responses to trouble tickets about graffiti, signage and potholes.
However, I don't believe it is integrated into their work flow or IT systems
at the moment.

I think SeeClickFix is a worthwhile place to record streetscape problems, as
it is a publicly available record and it prevents duplication of the same
problem - rather you can report within SeeClickFix and vote up an existing
problem by saying "i want this fixed too". You can also take pictures with
your cellphone of the problem and attach them to the problem report.
