[Summit] Fw: Licensing landlords

While landlords here do not have to be "licensed" out-of-state property
owners need to register a local agent. I wonder whether this gets (in part)
at the same issue; sometimes it is important to be able to reach someone who
is local regarding a property. Of course, this does not mean every
out-of-state landlord actually does this, but it is a current requirement in
RI law.
