[Summit] Some Notice for water shutoff

Our water is off today the whole day 8:30- 5:30
We did not get those little cards on our door knobs till 2 or 3 PM
People who didn't go in and out till later wouldn't find out till whenever,
even later.

I think more notice is appropriate.

Or if they don't know which day till late in the game, some other notice
like "some time this week you will have no water for an entire day", and *
then* the 2PM notice.

I happened to do all my laundry yesterday, I happened to have cooked a bunch
of stuff ahead, but for some people so litle notice could be a problem.  We
depend on our water.

The showers at the Y are a really NICE offer, but I can't bring my dishes.
