The solution to some of the objections could be odd (or even) numbered side only. I'm sure there is a solution for trash night and it probably would not take much research for the answer to this and other concerns; I believe there is an overnight parking coordinator in city hall for the neighborhoods that do have it who ought to be a clearing house for concerns and ideas. 
I wonder how the street by street survey would be conducted and how much it would cost to replace all the signs?
