Well, for what it's worth, from the Providence Municipal Code:

  Sec. 3-4. - Posting, affixing, bills, posters, signs, notices to structures.

  No person shall post or otherwise affix, nor cause to be posted or
  affixed, any bill, poster, or notice upon any tree, fence, post,
  pole or Rhode Island Public Transit Authority Bus Shelters, or other
  structures within or upon the occupation line of any street or highway;
  and, no person shall paint, print, mark, or cause to be painted,
  printed or marked, any sign, notice or advertisement upon any tree,
  fence, board, post, pole or Rhode Island Public Transit Authority Bus
  Shelter or other structure within or upon the occupation line of any
  street or highway. This section shall be enforced by the Providence
  Police Department. The director of public works or his or her designee
  is empowered to remove any materials that constitute a violation of
  this section.

And...

  Sec. 18-10. - Affixing notices, other papers in parks.

  No person shall post or otherwise affix any bill, notice or other
  paper upon any structure or thing within any park, nor upon any of
  the gates or enclosures thereof.
