[Summit] Smithfield Street Bypass

I've noticed that they've made a temporary bypass for Smithfield  
street coming onto N. Main from 95 without having to move the  
telephone pole (apparently the sticking point all these months) and  
they saved the tree, too.  Can't they just keep it how it is, with a  
more permanent roadway, of course, so that we don't have to drive down  
an alley as the off ramp from a major highway.  Whoever thought that  
was a good idea in first place?
