[Summit] property line problem

I've been reading along and hope to offer a different perspective w/o
offending anyone. I'm seeing things from the neighbor's point of view
as well. they have a garage they need to rebuild and need the
cooperation of their neighbor to do so. Why not cooperate? I too
wouldn't want to loose my garden or have the nuisance, who would. but
if they really need to do this why not help facilitate and earn their
gratitude.
there are rules about how far the structure needs to be from the
property line, so when they rebuild they're going to have to back up a
bit and then this won't be a future problem, but if they back up
according to the law which maybe they already had done, due to the
angled fence, i don't see where the previous owners putting up an
angled fence to save money means the property is now theirs and hence
yours. It would seem to me that the neighbors have a legitimate gripe
about the angled fence and your garden being on their property which
they now need to access. they should have complained about that fence
earlier, but maybe they were being gracious.
i don't know anyone involved, so have no idea of course... just sayin'
