[Summit] Tot Lot/Garden Suggestions

I particularly like this idea because it addresses nearly all points
(although maybe it's an untested model for Rhode Island?).

As for the point about neat-and-tidy toddler playgrounds and amateur
gardens...well what can I tell ya!
