How about something along the lines of Friends of Brown St Park? Then the
group could decide on policies and priorities.
About rubber mulch, it can be pretty smelly and off-gas some pretty gnarly
stuff (especially as it breaks down in the sun). I know the city
playgrounds of Madison, WI are having to go back to natural woodchips at
great expense after figuring out that the rubber mulch they had been using
was a stinky pile of toxins.
