A pest control guy once told me the solution for skunks, which I suspect would work for raccoons, too. He said to locate the den and, when it's empty, push a rag soaked in bleach into it. (He described a method of using baby powder to watch for tracks that tell if the skunk's in or out.) I'm going to assume that raccoons under a porch could be treated the same way. Tie the rag to a piece of string, then push it under with a long stick. When the raccoons flee, using the string to pull out the rag. And quickly chicken-wire the entrance.
Of course, this won't help people with raccoons in their trees, like ours.
