For crime reporting there is a difference between calls for service and actual filed police reports. I know that you have to make sure that you get a report number if you'd like to ensure that a report be filed. (I know this as we reported a car break-in a few years back and it never appeared in the crime report.) As to how a potential filed report gets into the enumerated system may be a question for our District Office or Commander.
