[Summit] overnight parking and breakins

On the topic of cars providing cover and whatnot: before the overnight
parking program was added, cars could still park at night--just not in
the absolute middle of the night. As someone who often walks around the
neighborhood after 11 pm, it was customary to see streets full of parked
cars at 11 pm or midnight--and as the night got later, residents would
come out and move the cars into their driveways. It is only this shuffle
that's changed.
Now, obviously I don't have reliable data on this, but vanishingly few
of the reported break-ins that have been posted to this mailing list
have occurred after 1 am. Instead, mid-day, afternoon, and 9-11 pm seem
to be the more common times. These are all times during which parking on
the street has always been permitted. Indeed, national statistics
suggest that the most common time for home break-ins is during daylight
hours (especially in the summer). Nighttime parking is surely not
relevant to those crimes.
