[Summit] driveway caution tape issue again

 my neighbor has put up stakes, slathered in caution tape and two rusty
metal posts between our driveways. really she has put them right where i
open my car door and the door that my kid gets out of. last week my 4 year
old tripped and cut his cheek on one of the posts. does anyone know anyone
that i could call to make a complaint in city hall. the stakes are on this
thin piece of land that separates our driveways. i'm pretty sure it's her
property, but i have to step on it to get out of my car. does the fact that
i have used this land make it partly mine after some time? is there a city
ordinance against having ugly caution tape up for 2 years? or who is our
city councillor, could i try him/her. or should i just shut up?
