Two points, for whatever they might be worth:
(1) The East Side Monthly and associated publications (Providence Monthly, SoCo, etc.) now have their offices in Hope Artiste Village.
Providence Media · 1070 Main Street, Suite 302 · Pawtucket, RI 02860 · 401-305-3391
The publisher, Barry Fain, belongs to the board of directors of the College Hill Neighborhood Association and has often served as one of CHNA's officers. Perhaps the pen might be mightier ...
You can find their contact list in any issue of East Side Monthly or Providence Monthly.
Providence Monthly's website can be found at http://providenceonline.com/ .
They have a specific address for East Side Monthly at http://eastsidemonthly.com/
(2) While the proposed Pawtucket Red Sox stadium along the Providence River was still a live option a year ago, I dug up some City of Pawtucket contacts in case we wanted Mayor Dan Grebien and others involved in the issue to address our Wayland Square group.
If you want to make municipal enquiries beyond the Pawtucket Police Department, you might want to chat with Mayor Grebien's assistant for neighborhood affairs:
Rico Vota
Communications & Constituent Services Officer
City of Pawtucket
Office: 401-728-0500 Ext. 358
Cell: 401-787-3596

[ City Hall staffs can change so often these days — cf. Mayor Elorza's office — that I can make no guarantees as to timeliness. ]
¶ Good luck from Dean Street on Federal Hill (never quiet on weekend nights),
Dave
