The business can charge whatever it sees fit, it must be at least 10 cents,
but it gets to keep the money, and rather than becoming a cost (for bags to
give away with each sale) it can become a profit item.  greg

How does a having to collect a 10¢ fee reduce business costs especially
after forcing retailers to offer more expensive bags?
