[Summit] road work in Summit (was Jackhammers at 7:00 am)

When they were doing the water/sewer updates on 4th street a few years 
ago, there was an extended period where they were working on our street 
approximately 7 am to 4 pm and on North Main 11 pm to 7 am, so there 
were only a few hours a day of quiet.
