[Summit] Query re foul smell

It is likely poorly combusted heating oil exhaust gases which seem to come
from Summit Commons (based on smoke coming from the chimney) a couple times
a day - I know a few people have reported it to various authorities but to
no avail thus far. If SNA is able to help get the situation fixed it would
be amazing as it's certainly harmful to public health and is very
unpleasant for those of us downwind.
