[Summit] Comp plan proposal -- what do you think

Neither, Kim. It's the draft Comprehensive Plan, the vision/guidance
document for land use in the city that is revised every 10-years, and
intended to be the "next 10 years" ideal. Changes to the zoning ordinance
would follow, should the City Council choose to adjust it to follow the
Comp Plan's vision.
