[Summit] Clean up your Dog Biz

I have lived in Providence for 16 years, raising two kids ages 17 and 16, so I understand the frustration of keeping dog poop out of shoes and finding little presents of poop in my yard.
I have been a dog owner for 6 years and always walk with a roll of bags which is attached to the lease for any family member to access for our dog's deposit.
I do understand others frustration with the poop but resorting to putting pepper on your lawn is offensive. That time would be better spent finding the owner and talking to them instead of this mistreatment of an animal when it's the owner! I have seen dogs in the process and stick my head out the door and ask if they need a bag! Which catches them in the act and makes them take ownership hence knowing you watching!
